Water Hygiene and Legionella

A new property responsibility, missing maintenance history or repeated monitoring concern can prompt a review. Changes to occupation and periods of little use also matter because the water system's normal turnover may change.

Tell us what needs doing

The starting point is the actual installation and its assessment. A small property, shared block and commercial premises can need different arrangements. Establish which tanks, heaters, pipes and outlets belong to the instruction before choosing a generic maintenance package.

What the work can include

The scope can include organising identified checks, inspection and maintenance tasks, reviewing records and arranging action on defects. It may connect outlet use, flushing, temperature monitoring and cleaning with specific repairs to the water system.

The customer receives a usable record of what was done, where, what was found and what happens next. HSE's control guidance explains the need for appropriate arrangements. The practical programme should make sense to the person who actually manages the property day to day.

Give each task a purpose

A water hygiene programme should identify the point being checked and the reason for the check. A mixed tap's delivery temperature, for example, does not alone establish how hot water is stored or distributed upstream. The monitoring plan needs the correct locations and method.

Controls must also respect the users' scalding risk. Changes to temperatures, valves or outlet arrangements need competent assessment. A concern should lead to a defined investigation or repair, rather than an occupier changing controls without understanding the connected system.

Assessment and preparation

Send the property address, assessment, available drawings and recent results. Explain which areas are used regularly and which are often vacant. Identify tanks or plant shared with other properties and any work carried out since the current programme was prepared.

Agree who provides access and who can approve repairs. In rented premises, distinguish tasks performed by the owner, managing agent, occupier and contractor. Instructions about outlet use or reporting defects need to reach the people in the property, not remain only in the owner's file.

How the work proceeds

We establish the systems and existing controls, agree the required tasks and coordinate attendance around access and use. Records identify the specific equipment or outlet so findings can be understood and followed up accurately.

The owner receives completed work information and clear outstanding actions. Where a defect needs another visit, the scope explains the repair and any interruption to supply. Keep the resulting evidence with the property's assessment so the next manager can see what has changed and which controls remain necessary.

Cost, timing and disruption

Price depends on the systems included, number of task locations, access and frequency. Reviewing an incomplete programme can involve more initial work than maintaining an established property record. Shared areas and access through individual occupiers can affect the practical visit plan.

Clarify whether the agreement includes repairs, consumables, sampling or specialist work. Arrange notice of any water interruption and confirm who receives the handover. A routine check and a tank clean involve different access, outage and return-to-use requirements and should be scoped accordingly.

Sector applications

Managing agents need tasks linked to the right owner and premises. Residential block management needs shared and individual responsibilities distinguished. Hospitality premises need variable occupation and water-use patterns reflected in the programme.

These examples sit within the full sector range. Our service and project offering supports the sectors we serve, with the water-system arrangements matched to the property rather than copied from a different building.

Locations covered

We cover Northumberland, Tyne and Wear, County Durham and Tees Valley, including Berwick-upon-Tweed, Alnwick, Morpeth, Hexham, Newcastle upon Tyne, Gateshead, Sunderland, Durham, Darlington, Hartlepool, Middlesbrough, Stockton-on-Tees and Redcar and Cleveland. View all locations.

Provide the full address and access details. For multiple properties, identify the responsible owner, occupier contact and records for each so the practical instruction remains clear.

Frequently asked questions

Is a water hygiene programme the same as a one-off assessment?

No. The assessment identifies the risks and controls. The programme puts the relevant tasks into practice and records whether they are being completed effectively.

Can the occupier carry out some routine tasks?

Where appropriate, agreed tasks can be assigned to someone with the necessary instruction and competence. The responsibility, method and reporting route need to be clear.

What changes when a property is vacant?

The assessment and control arrangements should address reduced use and the plan for returning the property to occupation. Do not assume the same turnover continues while rooms are empty.

Does every property need regular legionella samples?

No. Sampling follows the system and assessment where appropriate. HSE does not set a blanket routine sampling requirement for all domestic hot and cold water systems.
