Cable routes, network provision, power, access equipment and making good can materially change the work. Identify existing equipment to retain and the condition of the infrastructure it relies on. Include setup, testing and user handover rather than comparing hardware prices alone.
Plan operation and ownership
Clarify who administers users, retrieves recordings and arranges maintenance. Storage, remote access and any subscription should be identified separately. Agree the purpose and privacy arrangements with the organisation responsible for the system.

Camera locations and viewing objectives, equipment, cabling and power, recording provision, setup, testing, handover, ongoing charges and exclusions.
Does a higher camera count mean better coverage?
No. Position, lens choice, lighting and the viewing objective determine whether the image is useful. An overlapping view can be less valuable than correcting a poorly placed camera.
