What Is a Building Condition Survey?

A survey for an occupied building's maintenance plan has a different purpose from technical due diligence before purchase. Tell the person preparing the scope whether you need repair priorities, a baseline before taking responsibility, a refurbishment brief or information for a transaction.

Define the buildings, areas and elements included. Agree the inspection method, access arrangements, specialist input and report format before attendance. RICS emphasises tailoring commercial technical due diligence to the brief and avoiding restrictions that weaken its effectiveness in its commercial property standard.

What the inspection covers

A fabric-focused scope addresses elements such as roofs, rainwater goods, walls, doors, windows, floors, ceilings and external surfaces. Building services need an explicit scope: observing plant condition is different from testing electrical systems or assessing equipment performance.

Discuss whether opening up, high-level access, drainage investigation or specialist assessment is needed. These activities require preparation and are not automatically included in a visual inspection. An inaccessible roof void is an uninspected area, not evidence that the concealed construction is satisfactory.

Prepare the information and access

Provide plans, previous surveys, maintenance history, known leaks or movement, and records of alterations. Explain recurring problems and when they occur. A stain that appears only after wind-driven rain provides a different starting point from damp that persists throughout the year.

Identify occupied areas, security restrictions, keys, escorts and safe access arrangements. Agree how the inspection will deal with inaccessible spaces and whether a return visit is required. Do not arrange improvised access simply to complete a checklist.

Read findings as a sequence of decisions

A useful report connects each finding to an identifiable location and explains its significance. It should distinguish:

  1. The condition observed and supporting photographs.
  2. The assessed explanation, including where investigation is needed.
  3. The recommended action and priority.
  4. Inspection limitations and their practical consequences.
  5. Budget allowances or further cost work, where included in the appointment.

A priority label needs a definition. “Urgent” should lead to a clear action, while a longer-term recommendation should state what is being monitored or planned. A budget allowance is not a contractor's fixed quotation; access, quantities and specification still affect the final work scope.

Turn the report into a work plan

Allocate each action to an owner. Separate immediate attention, further investigation, routine repairs and planned replacement. Link related defects before commissioning work: repairing damaged plaster without addressing water entry leaves the original problem unresolved.

For occupied offices or education premises, programme the resulting work around access and users. Retain the report as the baseline and record later repairs against its references.

Common questions

Does a condition survey guarantee there are no hidden defects?

No. The report covers the agreed inspection and records its limitations. Concealed areas and untested systems need separate investigation where the findings or intended use justify it.

Is it the same as a structural engineering assessment?

No. A building condition survey can identify matters needing structural investigation. A structural assessment requires its own defined purpose and appropriate specialist expertise.

Can the report include repair costs?

Yes, when costing is included in the brief. Agree whether you need broad budget allowances, quantities or a more developed specification for obtaining quotations.
